You will get admission on the basis of your AIEEE rank and not on the basis of your state rank you can easily get a seat in NITs if you belong to reserved or OBC category then chances are very bright otherwise at AIR-10400 chances are very less to get a good NIT or any other good college you can have alook on particpating institute and theri opeining and closig rank of last year which will give a fair idea about it
