At this rank you are not able to take part in central counseling if you belong to general category and for your information you can carefully see your rank card in which it will be written that you are eligible or not for central counseling .For your information here is official site for AIEEE counseling where you can get all information regarding counseling dates, procedure, participating institute etc

Yes you can take part in some of state counseling like Uttarakhand, Maharashtra, Haryana which accept AIEEE rank for admission into their engineering colleges
